The Historically Underutilized Business Zone (HUBZone) Contracting Program encourages small businesses to locate in and hire employees from economically disadvantaged areas of the United States.  Companies participating in the program can receive competitive advantages in winning federal contracts.  The HUBZone Empowerment Act was enacted into law as part of the Small Business Reauthorization Act of 1997 under PL 105-135 with the legislative sponsorship of Senator Christopher S. “Kit” Bond.  

You can find the full qualification criteria in Title 13 Part 126 Subpart B of the Code of Federal Regulations (CFR). You can also get a preliminary assessment of whether you qualify at the SBA’s Certify website.

DO YOU QUALIFY? 

Principal office” must be located in a HUBZone

Principal office” means the location where the greatest number of the concern’s employees at any one location perform their work 

At least 35% of employees must reside in a HUBZone

Employee” means all individuals employed on a full-time, part-time, or other basis, so long as that individual works a minimum of 40 hours per month.

Must be a small business

The concern, with its affiliates, must meet the size standard corresponding to its primary industry classification as defined in part 121 of the CFR.

Must be owned and controlled at least 51% by U.S. citizens/s 

OR....

Owned by one or more Tribe, ANC, or CDC are also eligible to participate in the HUBZone Program.
