HUBZone Council Responds to SBA's

Proposed Rule Changes 

On October 31, 2018 the U.S Small Business Administration (SBA) released a number of proposed regulatory changes for public comment. The Council applauds the SBA for its efforts in proposing much needed changes to the Program. However, the changes being proposed fail to address one of the biggest issues impacting program.

SBA Extends Deadline for HUBZone

Proposed Rule Changes 

SBA  published a notice  extending the comment period for the HUBZone proposed rule changes from 12/31/2018 to  February 14, 2019. 



Changes for Determining Small

Business Size Standards

 Small Business Runway Extension Act (HR 6330),  amends the Small Business Act by changing the time period for determining a company's size based on average annual receipts.

 Changes Governing Limitations on

Subcontracting 

On December 4, 2018, the FAR Council finally issued its proposed rule to bring the FAR into compliance with the statutory requirements of § 1651 of the NDAA for FY 2013, which governs limitations on subcontracting.
