2018 Corporate Citizen of the Year 


This year’s Corporate Citizen Award goes to Mr. Robert Epstein, CEO of AboutWeb. Having worked in IT for over 30 years, Robert became concerned with the number of people from economically disadvantaged areas that were being left out of the ongoing technology boom. As a solution to that problem, Robert founded the AboutWeb Cares program to help people from economically disadvantaged areas change their lives by providing a pathway to employment in the IT job field. Robert is a leader in the HUBZone community and a champion for providing jobs in economically disadvantaged areas in the IT field.

The AboutWeb Cares program provides the bridge of paid IT experience that prepares candidates to enter the IT job market. In addition, Robert developed the “2 + 1” AboutWeb Cares business model, which has proven to be an innovative, easy-to-replicate formula for creating a sustainable HUBZone program.

2018 HUBZone Employee of the Year



Lily Milliner is the Executive Vice President at Delmock Technologies, Inc. (DTI). She sets the standard at DTI; a catalyst for change in the company and community. Lily pushes people beyond their own limitations to stretch their skill set by taking time to learn individual learning styles and using that information to equip them. She constantly gives constructive feedback to employees & offers one-on-one training to anyone who desires it, often by using personal time.

Lily is a pillar of hope and inspiration in her community. She continuously seeks ways to create new job opportunities for HUBZone individuals, within her company and others where their skill-set will thrive; connecting people, businesses and establishing new partnerships. In January of 2018, she became one of the founding members of the NIH HUBZone Consortium, and was immediately impactful to NIH’s ability to establish a framework for the organization to meet its HUBZone goals, affording companies new alliances. Lily joined forces with Metropolitan Community Development Corporations as an instructor in 2015, to host a 13-week STEM program for low-income youth and helped fund their educational trips. She also helps her Local churches by funding Youth conferences and back to school drives. Lily is an interim guest speaker and judge panelist for STEM initiatives in local schools.

Lily captures the HUBZone Program’s value and spirit by championing community growth, access, transformation, and empowerment.

2018 HUBZone Owner of the Year



Our 2018 Owner of the Year Award goes to Ms. Meena Krishnan, President and CEO of Inoventures, LLC. Meena’s story stands to show obstacles can be overcome to provide positive impact on economy, community, and personal growth. Faced with a sudden tragedy of losing her entire family in a car accident, Ms. Krishnan was stunned on her career path. After many weeks of self-reflection, she realized the only positive option available was to carry on the legacy of her departed family by impacting the community in a meaningful way. This realization became the energy behind starting her own company, Inoventures, with a drive to make an impact.

Driven by a unique core value system, customer-centric focus and employee-centric policies, Meena’s company, Inoventures, has grown 3,255% in the last three years. In September 2016, Inc. 500 recognized Inoventures as one of “The Top 10 Women-led Companies in the USA” and honored her as a top female entrepreneur in the country. She was placed in the Inc. 500 list in 2018 3rd year in a row. In addition, Inoventures earned the WBJ Minority Business Leader of the Year, BRAVA Women CEO and FAST 50 by Washington Technology.

Meena strongly believes in the HUBZone program. With her life story reflecting her passion to impact the community, she decided to invest in the HUBZone program to help the economically disadvantaged zone in Luray, Virginia. With her vision, 35% of her company (17 employees) has employees from HUBZone. She routinely meets with them and motivates them to support other functions in the company.

In addition to leading Inoventures to success, Meena is heavily involved in impacting the society through her non-profit work, such as her 501 (c) 3 Non-profit Corporation called Save a Child Now. Meena also enjoys mentoring and motivating aspiring entrepreneurs and believes in assisting other women meet their fullest potential.
